It took all of us to win Preschool for All. It will take all of us to protect it.
The Multnomah County Commissioners voted unanimously for a 1-year delay on the tax bump called for in the ballot measure and agreed to learn more about the true cost of care. Your testimony and support made a real difference. In November, your vote can make a difference too.
Election Day is Tuesday, November 3.
Get your votes in to elect a new County Board Chair as well as a new Commissioner representing District 2 (North and Northeast Portland). Support candidates who will support Preschool for All! See who’s signed our Pledge on the Take Action page.

What is Friends of Preschool for All?
Friends of Preschool for All is dedicated to preserving and strengthening Multnomah County’s landmark universal preschool program. Friends of PFA sprang out of the grassroots Universal Preschool NOW! Coalition. During the campaign, hundreds of volunteers gathered thousands of signatures, and in November, 2020, Multnomah County residents voted overwhelmingly and enthusiastically for universal preschool in Multnomah County, first-of-its-kind in the nation.
Now it’s 2025, and Preschool for All is under attack by a shadow group made up of some of our county’s richest residents, and backed by the same old orgs that represent Portland’s moneyed interests. So Friends of PFA and our coalition members are standing up to protect the will of the voters.
The kids are playing, but we aren’t.
What is universal preschool?
“Universal preschool” means access to free preschool for any family who wants it, with no means-testing. It is a three-generation anti-poverty program, creating lifelong economic and health gains. Excellent early childhood education and care is our single best tool for raising high school graduation rates and children’s future earnings. All children benefit from universal programs, and those with the least historic access benefit most. Find out more here.
