Mary King Technical Advisory Group (TAG) report statement, 4-12-26
Explanation: Friends of Preschool for All’s Mary King served on the PFA Technical Advisory Group. She voted against their report released April 10, 2026, which recommended that the County Board delay by 2 years the tax bump needed to go to full universality. She says:
I voted against approving the Technical Advisory Group’s Final Report to the County Board of Commissioners. I believe it to be fiscally irresponsible. The financial scenarios considered are too rosy. The “low cost” model delivers a smaller program than was passed 2 to 1 by the voters. The “high cost” model still underestimates several likely future costs and overstates potential revenues. The “high revenue” scenario labeled “historic growth rate” represents an unusually long ten-year period with no recession—a scenario that grows less likely by the day.

Growth of High-Income Households in Multnomah County
Explanation: Census data for Multnomah County over the past decades shows steady growth in the number of high-income households over the past decade, unfazed by the passage of the Preschool for All tax and other local taxes. As seen in this one-pager from a local economist, the number of households with incomes of $500,000 or more tripled in just the 5 years from 2019 to 2024!

Handout: “Why Oregon should invest in Preschool for All” 12-23-25
Explanation: This handout, geared to Oregon state legislators, focuses on the big positive impact of universal early childhood programs and the ways in which Multnomah County’s Preschool for All program complements our small Oregon programs. Also included are tax examples, clarifying how much lower Preschool for All tax bills are than the numbers thrown around on social media.

PFA Interview Report, 7-27-25
Explanation: Interviews with Preschool for All families and teachers reveal the tremendously positive impacts the program is having. Parents and teachers both report big developmental gains made by children, including in their readiness to smoothly transition to kindergarten Parents describe much reduced stress as well as the opportunity to work more, get more training, open a business; pay down debt and quit relying heavily on family members for childcare that’s a hardship for them to provide. Teachers tell of greater economic security, gaining health benefits and the pleasure of serving their particular communities.

PFA Survey Report 9-15-25
Explanation: Built on themes uncovered by the interviews, a short survey was circulated among a larger number of Preschool for All families and teachers. Responses to the survey includes stories of the biggest single impact of Preschool for All on their lives, including statements like PFA, “stabilized our family financially, which in turn stabilized the marriage,“ and PFA “has been my saving grace. Without it, I would have lost my house and not been able to provide QUALITY, intentional childcare for my daughter.” Teachers report the pleasure of serving families who could not afford to enroll them in preschool, their own increased ability to afford needed medications and increased confidence that they could afford to continue working with young children.
